Declaring it as a dependency will make wordpress include it, that is what the parameter is for. I think they just added the notice in the latest wordpress version to notify theme authors about that. In general, it is a good idea to have <em>all</em> code added to some kind of hook and not run in the main body of the file. And then 1140 would resize it? I'm only talking images and just guessing, I literally JUST got it all working and I'm a total noob :) </p>
