turn off link titles?

    Well, when hovering over a link, the link title pops up in a little white window. (What is that ever called? not a pop-up...) Anyhow, I find that this little window often obscures the view of other links, so I'd like to turn it off. But ideally it wouldn't turn off for hovering over images, only for links. (Oh, but images are often turned into links, aren't they... Does this complicate the matter?)

    Hope someone can guide me on turning off that little window whose name I don't know.

    Aah, tooltips! Thanks. That link sent me here:

    And that gives some code for the functions.php file that removes the tooltips by stripping the titles from the links. However, someone expressed doubt about harming SEO.

    Here's that code, for reference (from the link above):
